A scupper, the opening through a parapet wall that lets water off a flat roof, has two sides that both need attention. On the roof side, the membrane has to seal into the scupper. On the outside of the wall, the scupper box and downspout have to carry water away without letting it run back into the wall. On a Port Hueneme site visit, we check both before the bid covers only the metal you can see.
For a Port Hueneme scupper repair, the estimate includes the scupper itself, the membrane around it and the access needed on both sides of the wall. Port Hueneme is a coastal city next to its commercial harbor, and salt air is hard on scupper metal and fasteners. The plan also covers a safe walkway for visitors, which roof areas can be closed off during the work and how drains stay working as each section is repaired. We use the same approach for commercial roof repairs in Oxnard, with the work area, public walkway and working drains spelled out in the estimate.
Roof side and wall side of the scupper
Scupper leaks come from a few places: the membrane pulling away from the scupper liner, rusted or split seams in the liner itself, sealant that has dried out, or a collector box and downspout that overflow and send water back into the wall. A scupper that is too small or set too high can also make water pond on the roof.
Our roof drain and scupper repairs deal with the roof side and the outlet together. If the wall itself needs stucco or masonry repair, we note it for the right trade.
We also check whether the roof has overflow scuppers. If the main drain or scupper clogs in a heavy storm, an overflow keeps water from building up to a dangerous weight on the roof. Many older buildings are missing them, or have them set at the wrong height. Where one is needed, we note it.
Wet insulation and damage around the outlet
Water that leaks at a scupper usually soaks the insulation along the base of the wall. We probe the area and cut a small core to see how far the moisture goes. Only confirmed wet material is replaced.
New insulation and cover board is installed at the same thickness as the surrounding roof, and where it helps, tapered pieces direct water into the scupper.
The wood blocking inside the scupper opening and at the top of the wall is often rotted on older buildings. We check it when the old liner comes out. If the damage is more than expected, we stop, take photos and explain the cost before going further. The opening is protected at the end of each day so water cannot get into the wall.
Ladders, lifts and material handling
Scupper work needs two working positions: on the roof and on the outside of the wall, often with a ladder or lift. We plan where each one goes, how materials get to the roof and how old metal comes down. If the scupper is above a sidewalk, parking area or entrance, we set up protection below.
Sites around the Oxnard Central Industrial Area get the same planning, with truck routes and loading docks kept clear.
Wind off the water can be strong in the afternoon, so we schedule lifts and metal handling for calmer hours where possible and keep loose material tied down. Cars and storefronts near the work are protected from falling debris.

Lining the scupper and sealing the membrane
A new scupper liner is fabricated to fit the opening, with soldered or sealed seams and a flange that sits on the roof. The membrane is then flashed over that flange. Near the coast, we use metals and fasteners that hold up to salt air and keep different metals from touching.
On a KEE roof, a KEE-coated metal flange or a welded KEE flashing seals the membrane to the scupper. The collector box and downspout outside are reattached and sealed so water runs away from the building.
Records, other outlets and urgent repairs
Before the new membrane covers the scupper flange, we photograph the old liner, the new blocking and insulation, and the prepared roof. The finished scupper is checked from both sides, and any wall or downspout work by another trade is listed separately. We keep the building entrance and delivery route open while lifting and hauling material, and the proposal names the drain and edge details included, plus any work by others that has to be done before the membrane is sealed.
A roof condition report can list other scuppers or outlets that need attention, along with longer-term drainage improvements. A scupper that looks similar may have a very different condition behind it, so each one gets its own check before it is added to the job.
If a scupper is leaking badly overnight, over a holiday or on a weekend, we can make it watertight. That emergency step is recorded separately from the new liner, membrane flashing and downspout work, so nobody mistakes it for a finished repair.
Common Questions
How is a scupper repair split between the roof and the wall?
The roof side covers the membrane flashing and the scupper flange. The wall side covers the liner through the wall, the collector box and the downspout. Both need to be in good shape, and both need access. The estimate lists each part and how we will reach it.
Does clearing out a scupper mean the leak is fixed?
Not if the membrane, liner or sealant has failed. Clearing debris helps water drain, but leaks at the flange or liner seams need repair. We check all of those before calling the job finished.
How do you decide how much insulation to replace near the scupper?
We probe the area along the wall and cut a small core to see whether the insulation is wet. Only confirmed wet material is replaced, and any extra damage is shown to you with photos before it is added.
What needs to be fixed before the new scupper liner goes in?
Any rotted wood blocking in the opening or at the top of the wall, and any wet insulation around it. The liner needs a solid, dry base to fasten to, or it will loosen and leak again.
Why keep photos of the scupper before the new membrane covers it?
Once the membrane is sealed over the flange, the blocking, liner and insulation underneath are hidden. Photos are the only record of what was repaired, which helps with future inspections and warranty questions.
Have both sides of the scupper looked at
Send us the Port Hueneme address and photos of the scupper or outlet. We will check both sides of the wall and give you a clear scope for a lasting repair.
